Woomera, South Australia, by Jonas Mockūnas

Rocket range

The idea of establishing a rocket range in outback Australia — with the impressive title of the Anglo-Australian Long-Range Weapons Establishment (LRWE) — originated soon after the end of World War II. Concerned by the lack of adequate defences to the German V-2 rockets during the war and by growing Cold War tensions in the post-war environment, the Anglo-Australian Joint Project was established in 1946 with the LRWE as a centrepiece.

A huge parcel of remote land in South Australia — the Woomera Prohibited Area — was declared in 1947, for use as a testing range for new rockets and guided missiles. At its peak, the range covered 270,000 square kilometres, an area larger than the United Kingdom, and accommodated both military and civil aerospace testing facilities. Today, the somewhat smaller prohibited area is called the RAAF Woomera Range Complex (WRC).

Growing up in Adelaide during the 1950s, I was vaguely aware of the rocket range, as tests were occasionally reported in the local media. I also knew that some of the Displaced Persons (DPs) who had arrived in Australia after the War had worked there, including my father and a few of his Lithuanian friends and acquaintances. It was only a few years ago that I began to comprehend the massive scale of the project, or the contribution made by refugees, largely thanks to the research of Associate Professor Andrew Saniga of Melbourne University.

DPs Employed Despite Security Questions

Once the Prohibited Area was established, the Department of Works and Housing was tasked with building a village and other infrastructure at Woomera. Labour was in short supply, so despite the security considerations at the military-controlled site, newly-arrived DPs under work contract to the Australian government were also brought in to assist with the construction phase.

Some of the ‘Balts’ who had reached Australia in late 1947 on the USAT General Stuart Heintzelman, the First Transport, began arriving at the Woomera worksites from April 1948, having been redirected from their initial placements in fruit picking or other jobs. The first major placement, of 50 men from the Bonegilla migrant camp, was despatched on 2 June 1948; by mid-1949 there had been over 400 DPs sent to the rocket range, and 360 were still there despite the harsh work and living conditions. 

Most likely there were few attractions in this remote environment for the new migrants other than their pay packets, which were larger than could be found for unskilled work elsewhere in Australia; the June 1948 contingent started on a wage of £7/10 per week, accommodation and meals included. By April 1949 my father, who had arrived on the Second Transport, recorded that most unskilled wages started at £11 per week.

In May 1949 the Security Officer at Woomera compiled a Nominal Roll of the DPs who had been employed at Woomera from April 1948 to April 1949. Numerically, the Poles were the largest group (112), followed by Lithuanians (92), Latvians (89) and Estonians (38). The Nominal Roll, together with the Bonegilla records, show at least 34 Balts from the First Transport at Woomera during the late 1940s:

The earliest from the First Transport to arrive at Woomera was Vilgelmas Meškelis, on 25 April 1948; he had already worked picking fruit for J Nethersole and Son, at Ardmona in Victoria, before being sent to Iron Knob in South Australia after a return to the Bonegilla camp. He was followed by four others during May 1948 (S. Bergtals, Laurinavičius, Navickas and Norkūnas). Nine members of the June 1948 contingent from Bonegilla were First Transporters.

Most of the men were employed as labourers on the various construction projects, although a few were given semi-skilled or trade tasks. Elmars Muiznieks, a mechanic in Latvia, was employed in the mechanics workshop until he was dismissed (see below) and Romualdas Zeronas was employed as a cook’s offsider until he too was dismissed.

The Bergtals brothers, having had prior supervisory experience, were given more responsibility, Sergejs as a ganger/foreman, and Nikolajs as a ganger/draftsman. Albinas Navickas worked as a linesman, Jonas Petruškevičius as a stone mason, and Anskis Reisgys as a cable joiner.

Viltis Petruškevičius, née Salytė, the only woman in this group, worked as a waitress; she had opted to go to Woomera to accompany her husband Jonas after they married in April 1948.

Conditions in the early construction camps were often relatively primitive, even for men who had spent years in Europe’s Displaced Persons camps. Many had elected to put up with the conditions as a means of saving a nest-egg towards their futures in the big cities, others enjoyed the new-found freedom in the bush including the relatively unrestrained opportunities for alcohol and/or gambling. Not surprisingly, around 6 per cent of the DPs were dismissed for various transgressions within that first year.

Escapade Led to Deportation

Perhaps one of the more colourful escapades was that undertaken by two Latvians, Elmars Muiznieks and Julius Gravans who stole a truck in Woomera in February 1949 but were soon apprehended, fined £20 Pounds in the Port Augusta Police Court, and dismissed from their employment.

What may have started as a lark did not end well for these men: ignoring their work obligations to the Australian Government, they then made their way to Melbourne, but were soon arrested by the Victorian Police operating at the request of the Department of Immigration. The authorities had clearly had enough — the men were given dictation tests, in Italian and Romanian, and declared prohibited immigrants before being deported in September 1949. Ironically, the First Transport Balts were released from their work obligations to the Commonwealth at the end of September 1949.

The Nominal Roll does not list all of the above names; in particular, Viltis Petruškevičius and Algirdas Lileika do not appear on the Roll and have been included because of other substantiating documentation. If searching the Nominal Roll, please be aware of other errors also, including incorrect arrival dates to Australia (several First Transport passengers are shown as arriving in November 1948, whereas the year should be 1947), and incorrect listing by nationality (for example Budrionis and Laurinavičius are both listed under the Latvian heading).

2. There are many other issues associated with Woomera that are beyond the scope of this post. Prof Saniga touched on a few of these in the 2022 exhibition catalogue, referring to the irony of ‘war-weary European migrants‘ who had been displaced from their own homelands being sent to work on a military project that had involved ‘the displacement of Aboriginal people, mainly the Kokatha, from their tribal lands’.

ANN'S ADDITIONS

In a 2025 paper, Scriver, Cooke and Saniga note that ‘At least six different Aboriginal Peoples were impacted by the LWRE. Much of what had been the country of the Kokatha People ... would thereafter be designated the Woomera Prohibited Area. 

'The extent of the impact was much greater, however, as numerous other groups would also be profoundly affected ... along the thousands of kilometres of the rocket range’s firing line that traversed their ancestral countries between Woomera and the northwest coast of Australia. 

'These included the Nakako, Pitjantjatjara, Ngatatjara, Mardu and Nyangumarda Peoples ... tracking and clearing people from the fall zones of spent rockets by the LRWE’s Native Patrol Officers, including the removal to mission reserves of women and children of the Manjiljarra/Martu Wangka and Yulparija Peoples, some of who had reputedly never left the desert previously.’

We should note that what may seem ruthless now was just part and parcel of what had happened to many people across Europe and Asia during and after World War II, especially in the Baltic and other Eastern European countries from which the DPs came. 

The Anglo side of this Anglo-Australian project, in particular, might have included survivors of the London Blitz of September 1940 to May 1941 or people whose families had been caught up in it.  The military of both nations had just been fighting against would-be invaders for 6 long years.

Those “growing Cold War tensions” Jonas mentioned at the start affected the attitudes of Anglo-Australian officials to the pre-existing populations.  They had to be moved on for the good of the whole world.

Lost luggage, by Ann Tündern-Smith

Not all about the Heintzelman voyage was happiness.  Lost luggage spoiled the trip for several.

Estonian woman, Salme Pochla, would have had her voyage ruined already when told that she would not be allowed to enter Australia.  She may or may not have been told the reason:  an adverse security report received after the Heintzelman had sailed.


To cap it off, some or all of her luggage, described as “packages", was lost. No trace of it could be found in Fremantle – or Perth presumably, either, since the luggage was transferred there for Customs examination on 29 November.


Then there was Karolis Prasmutas, a Lithuanian man who we have met in an earlier blog entry.  Once he had reached his first employer, the State Electricity Commission at Yallourn in Victoria, he set about making written inquiries.  He described his luggage as a square box made of “tin aluminium” painted blue.  Knowing Karolis from his blog entry, he may well have made the square box himself.


His missing box contained his professional books and tools as well as some clothes and shoes. He suggested that the value of the lost luggage of about £40, around 4 weeks  income when the minimum wage was £5/9/-, less tax.


He wrote to the International Refugee Organisation (IRO) representative in Sydney saying that the luggage had not come off the Heintzelman with him.  Immigration officials had told him that they would let him know about the luggage when he arrived at Bonagilla. However, the Immigration official he talked with at Bonegilla told him that he had no information.


It was the Provisional Committee of the International Refugee Organisation (PCIRO) which had organised the Heintzelman’s voyage from Germany on behalf of the Australian Government.


A member of the Australian Parliament’s upper house, the Senate, got involved. One reason for Senator Donald Grant’s involvement may have been that he was based in Sydney, like the IRO.  He wrote to the company which had handled the Heintzelman’s arrival in Fremantle, the Orient Steam Navigation Company, to say that an IRO staff member had passed Karolis’ letter to him. 


Correspondence on the missing box continued for nearly 6 months, until a senior Immigration official in Canberra advised that no further action was required from the Department’s Western Australia office.  The definitive advice may have been that from the manager of a transport service employed by the Orient Company who wrote that he had inquired of Stuttgart in Germany without getting a reply and had also had a thorough check done of the Perth camps, a warehouse and the Fremantle wharves.


He noted that in this instance the majority of the names on the packages transported were “impossible to read or understand whilst some 200 packages were without marks or numbers". Due to this, the company had relied on the migrants identifying and claiming their luggage at the Graylands camp. 


Although there is no mention of it on the file we have to assume, as the transport manager seems to have done, that Karolis was sent to this camp and not Swanbourne. Either that or the more than 400 at Swanbourne were bussed to Graylands to be part of the scrimmage — a possibility of which there is no remaining evidence.


Having the new arrivals identify their own luggage may well have led to a situation where nice looking luggage was claimed by someone else, especially if it had lost or badly damaged labels.


Karolis Prasmutas was not the only Lithuanian to suffer loss of his luggage. Birute Gruzas, formerly Tamulyte, told me that her luggage had disappeared before she was able to claim it in Perth. As Birute had already lost everything she was carrying when a bomb blew up the bridge she was crossing on her way to refuge in Germany, she was one tough 19-year-old to pick herself up and carry on for the second time in her life.


These are the known cases of lost luggage. How many others were there, if Birute's story is not recorded?


On the other hand, we also have one example of lost articles being found and returned to their owner.


On 5 December 1947, that is 3 days after the Kanimbla had left, a wallet was handed in at the Fremantle police station. Given the contents of the wallet recorded by the police, it may have been more in the nature of a folder or portfolio.


Those contents were a foreign passport in the name of Nikolajs Bergtals, a temporary travel document in the same name, a map of Nord West Deutschland (Northwest Germany), a visiting card, a letter written in a foreign language, two foreign doctors’ prescriptions, six personal references and six photographs. 


The man who had found the wallet had a Russian name, Ivan Estinoff. He was said to be “of the Jeanette Fruit Palace” in High Street, Fremantle, so perhaps its proprietor. Given his presence in Australia, he may well have held similar political views to the new arrivals.


The Acting Commonwealth Migration Officer for Western Australia, RW Gratwick, posted the wallet by registered mail directly to Bonegilla on 17 December.  It crossed with a letter from the Acting Commonwealth Migration Officer at the Bonagilla camp, LT Gamble, who enquired on behalf of Nikolajs on 21 December. An undated memorandum from Gamble to Gratwick, but with a December receipt stamp, records the arrival of the package still containing all the articles.


Gamble added, “The articles referred to have been handed to the owner who desires to express his grateful thanks for your action in the matter.”


Its arrival must have been something of a Christmas present.  No wonder we have another thankful new arrival.

Arthur Calwell's "They're Coming" Press Release of 7 November 1947, by Ann Tündern-Smith

On 7 November 1947, the USAT General Stuart Heintzelman had been sailing from Bremerhaven for more than eight days.  Australia's Minister for Immigration, Arthur Calwell, decided that it was time to tell the public through the newspapers and radio that the very first migrants from Europe sponsored by the Government were coming.  All were refugees from the Soviet re-invasion, in 1944, of the 3 Baltic states:  Estonia, Latvia and Lithuania.  Click on each page for a larger, more legible version.

Fast communication by radio, telegram, telex and cablegram was possible already, so the press release could have been accurate.  The inaccuracy starts with the 860 passengers, when it should have been well known to officials in Australia that the actual number to depart on 28 October was 843.

There was 18 passengers younger than Algis Baranskis.  While 11 of them also had had 18th birthdays, 3 were still aged 17, 2 were 16, one was 15 and one was 14.  The youngest were with older family members or trusted friends.  Maybe the Minister wanted to appear responsible by not discussing those under 18, but his chosen example was neither the youngest nor the oldest of the 18 year olds.

The incorrect spelling of names was to persist for years, maybe lifetimes, but let's make known corrections here.  In the order of their appearance in the press release, we have first Captain Valentine Pasvolsky, not "Pascolsky".  As discussed earlier, he did not have charge of sailing the ship, but shipboard life for its passengers.  The person in charge of sailing the ship was Captain CM Pedersen.

"Brundazaite Constamcija" should have been Konstancija Brundzaite, using Western name order.  It looks like some of the passengers were providing their names to enquirers using what now is known as Hungarian name order, because it still is used in Hungary.  There's a typing error in "Constamcija" as well as an assumption that other languages use a C to represent a hard initial sound when they are far more ordered in their orthography than English.  Brundzaite was misspelled also.

"Rage Birute" was subject to the same misunderstanding of name order.  In Western name order she should be known as Birute Rage.  And no, her last name is not pronounced like an English synonym for "anger".  It is two syllables, for a start.

The men generally got off better, but it should have been Povilas and Petras Baltutis, not "Povillias and Petra Balutis".  "Ludas Krasaoskas" should have been Ludas Krasauskas.

Borisas Dainutis was only slightly mangled as "Borisis Dainutis".  We have his biography in preparation.  Sergejs and Nikolajs Bergtals suffered similarly as "Sergeis" and "Nikolais".  We're working on biographies for them too.

"Miss V. Mets" or Valeria Mets, later known by Australians after her marriage to one of them as Val Blackburn, seems to be the only passenger whose name was spelled correctly, perhaps because of its shortness.

Here's how the Minister's press release was used one day later, in the Sydney Morning Herald.  The number of passengers has been corrected.  There was no arrival date predicted in the press release, but now it has become 26 November.  Perhaps the Minister's office sent out a telex message of amendment, which has not been stored with the two copies of the press release that I have seen.
